Judge Maintains $1 Million Bond for Stabbing Suspect

NEBRASKA CITY - A district court judge maintained a $1 million bond for Sebastien D. Hall Tuesday after the 20-year-old Nebraska City man entered a not guilty plea to second degree murder and use of a weapon to commit a felony. Hall is charged in the July 19 death of Jacob Adams, age 20. At an arraignment Monday, Defense Attorney Bill Gallup asked Judge Jeffrey Funke to reconsider a $1 million bond that had been imposed by the county court. He said Hall has no prior offenses and has ties to Nebraska City. He suggested a bond of $50,000. Otoe County Attorney David Partsch said the purpose of a bond is not only to secure a defendant's appearance at a court appearance, but to protect the safety of the public. Partsch: "That's one of the factors the judge can take into consideration, whether the defendant is a threat to the safety of the public, and I argued, given the serious nature of the case and what is alleged to have occurred, that it certainly is appropriate to keep him in jail at this time with the high bond." He said the allegations include that Adams was killed by two, deep puncture wounds with a knife. Court records indicate that Hall, Adams and 22-year-old Dylan T. Boyle were on the back porch of Boyle's residence at 602 S. Seventh St., when paramedics arrived. Adams was laying on his back and Boyle was performing CPR. Court records say Hall, who made the 911 call asking for an ambulance, was standing against the house. Gallup said the arraignment was not the place to argue the case, but said there are obvious elements of self-defense and manslaughter. Judge Funke ruled that the bond would remain set at $1 million. He scheduled a Jan. 6 trial date.
